ISPS Code에서 security level 1은 최소한의 보호조치를 항상(at all times) 유지하는 등급, level 2는 위험이 높아져 추가 조치를 일정 기간 유지하는 등급, level 3은 보안사고가 임박(probable or imminent)하여 구체적 조치를 제한된 기간 유지하는 등급이다.
